Joseph Alois Schumpeter, “Brief vom 9. Februar 1917”

The file is a single private wartime letter from Schumpeter to Count Otto Harrach, not a treatise or collection. Its scope is narrow but politically dense: Schumpeter turns Harrach’s suggestions into a memorandum on Habsburg strategy, conservative organization, constitutional reform, and press power. The central thesis is that Austria-Hungary can survive the war politically only if it articulates aims distinct from Germany, reorganizes itself constitutionally, and equips conservative forces with modern instruments of public influence and state power.

In principio besteht vollständige Uebereinstimmung in unsern Anschauungen über das Verhältnis der Monarchie zum Deutschen Reich und nur die Frage des zweckmäßigsten Zeitpunktes für die Betonung ihrer speziellen Ziele und für das Einschlagen des eigenen Weges der Monarchie steht in Diskussion.

English translation: In principle there is complete agreement in our views on the relationship of the Monarchy to the German Reich, and only the question of the most expedient moment for emphasizing its special aims and for the Monarchy's striking out on its own path is under discussion.

Schumpeter’s first move is tactical: he accepts the danger of stressing Austria’s independent course during wartime, but argues that silence also has costs. Autonomy is not anti-German rupture; it is leverage for peace.

Gewiß ist ein solches Betonen eigener Ziele und Wege während des Krieges äußerst riskant; der Vorteil, den es hätte, liegt in der entscheidenden Rolle, die dadurch bei den Friedensverhandlungen gewonnen werden könnte.

English translation: To be sure, such an emphasis on one's own aims and paths during the war is extremely risky; the advantage it would afford lies in the decisive role that could thereby be secured in the peace negotiations.

The letter then shifts from diplomacy to institutional failure. Schumpeter laments that the monarchy did not use its representative mechanisms at the outbreak of war, thereby forfeiting legitimacy and public support.

Sicher war es eine nicht genug zu bedauernde Versäumnis, daß zu Kriegsbeginn nicht wenigstens die Delegationen einberufen wurden.

English translation: Certainly it was a lapse that cannot be sufficiently regretted that at the outbreak of the war not even the Delegations were convened.

His critique of government is not merely ideological. It is a theory of political capacity: leadership requires public backing, talent recruitment, administrative skill, and the ability to win electorates. The monarchy’s problem is that capable people are not being mobilized where they matter.

Nirgends gibt es da ein Bestreben die richtigen Leute an die richtigen Stellen zu setzen und jene Kühne und feste Hand zu zeigen, die Vertrauen einflößen kann.

English translation: Nowhere is there any endeavor to put the right people in the right places and to display that bold and firm hand which can inspire confidence.

The constitutional remedy is Harrach’s project of trialism, supplemented by a special position for the Bohemian Crown lands. Schumpeter sees this not as a technical adjustment but as a decisive answer to anti-Austrian pressures at home and abroad.

Der große Gedanke des Trialismus (plus einer Sonderstellung der Länder der böhmischen Krone im Sinne der Hohenward’schen Fundamentalartikel), den Euer Erlaucht entwickeln, hat mich lebhaft berührt. Er muß von autoritativer Seite kühn ausgesprochen werden, wenn er alle Widerstände siegreich überwinden soll – und gewiß ist es auch völlig zutreffend, daß schon jetzt das entscheidende Wort gesprochen werden muß.

English translation: The great idea of Trialism (plus a special position of the lands of the Bohemian Crown in the sense of the Hohenwart Fundamental Articles), which Your Illustrious Highness sets forth, has moved me deeply. It must be boldly proclaimed from an authoritative side if it is to overcome all resistances victoriously – and it is certainly quite correct that even now the decisive word must be spoken.

The second half of the letter develops the organizational corollary: constitutional reform needs a conservative party and a serious newspaper. Schumpeter is strikingly modern here. Conservative politics must not depend on deference alone; it must master journalism, information, phraseology, reader networks, and the management of opinion. His discussion is also marked by the period’s prejudicial language about press competition, but the conceptual point is clear: old Austrian ideas need modern political technique.

The projected newspaper must not be a mere government sheet. It should support successful policy by remaining programmatic, critical, Catholic in standpoint, and socially broad enough to reach beyond already convinced conservatives.

Und dieses Blatt könnte einer erfolgreichen Regierungspolitik gerade dann die Wege ebnen, wenn es sich nicht einfach mit jeder Regierung identifiziert.

English translation: And this newspaper could pave the way for a successful government policy precisely when it does not simply identify itself with every government.

The letter’s final conceptual move is from opinion to power. Press, party, constitutional program, and personnel policy all converge on the same test: whether conservative ideas can govern.

Schließlich muß Ziel aller politischen Tätigkeit praktische Arbeit sein und zu diesem Zweck Erlangung von politischer Macht.

English translation: Ultimately, the goal of all political activity must be practical work, and to this end the attainment of political power.

Its relevance lies in showing Schumpeter, in 1917, as more than an economist: he appears as a theorist of elite organization, state capacity, and political communication in a collapsing imperial order. The letter’s structure—gratitude, strategic agreement, institutional regret, constitutional proposal, press strategy, and demand for power—makes it a compact program for conservative modernization within the late Habsburg monarchy.
