This file is a single-author wartime political memorandum, written from Graz in June 1917. Its scope is the immediate failure of the Austrian government’s parliamentary opening and the broader political crisis of the Habsburg Monarchy. Schumpeter’s thesis is not that parliament has proved impossible, but that the government has mishandled parliament, nationality policy, and public leadership.

Part I diagnoses the failure. Schumpeter begins by rejecting panic: parliament has not refused the “Staatsnotwendigkeiten,” and the Slav parties’ declarations do not automatically mean disloyalty to the Monarchy. The real error lies in the government’s ambiguous threat to impose constitutional changes by octroi while also attempting normal parliamentary rule.
Die Taktik einen Versuch ohne die octrois zu machen dieselben aber gleichwohl als ultima ratio drohend in Reserve zu halten, war wohl das Unglücklichste was geschehen konnte.
English translation: The tactic of making an attempt without the octrois, yet all the same holding them in reserve as an ultima ratio threat, was surely the most unfortunate thing that could have happened.
This ambiguity alienated both sides: it disorganized potential German support while confirming Slav distrust. Schumpeter’s alternative is a clear federal settlement: a “Föderation der Völker Österreichs” on historical foundations, linked to national autonomy, amnesty, and royal legitimation. He treats Czech and Polish grievances not as mere agitation but as political facts a state must address if it wants loyalty.
The memorandum’s most distinctive conceptual move is to define modern conservative statecraft as democratic performance and leadership. Authority cannot rely on bureaucracy, decree, or inherited prestige; it must win the public sphere, organize parties, and speak effectively.
So geht in Österreich manche Möglichkeit verloren dem Staate und den konservativen Interessen einen Erfolg zu erringen, weil man die fundamentale Wahrheit vergisst, dass heute konservative Ideen nur in demokratischen Formen siegen können.
English translation: Thus in Austria many an opportunity is lost to win a success for the state and for conservative interests, because people forget the fundamental truth that today conservative ideas can triumph only in democratic forms.
The government’s failure is therefore also theatrical and technical: weak speeches, vague programs, no financial or social initiative, no command of parliamentary momentum. Without leadership, procedure is useless.
Die beste Geschäftsordnung bleibt ein toter Buchstabe, wenn der belebende und disziplinierende Geist der Führung fehlt, die auszuüben und deren Technik zu beherrschen die Hauptaufgabe einer modernen Regierung ist.
English translation: The best rules of procedure remain a dead letter if the animating and disciplining spirit of leadership is lacking—leadership whose exercise, and mastery of whose technique, is the chief task of a modern government.
Part II turns to remedy. Schumpeter insists that a majority is still possible, but only on a federal and constitutional basis, not through centralist coercion. The proposed coalition should rest above all on Germans, Czechs, and South Slavs, with Poles included if possible but not made indispensable.
Die Krönung; eine Amnestie; ein offenes Bekenntnis zum Gedanken der Föderation und nationalen Autonomie – auf dieser Basis ist eine Majoritätsbildung möglich, der auch der grösste Teil der deutschen Abgeordneten angehören würde, sonst nicht.
English translation: The coronation; an amnesty; an open avowal of the idea of federation and national autonomy—on this basis the formation of a majority is possible, one to which the greatest part of the German deputies would also belong; otherwise, not.
This constitutional program must be accompanied by a serious financial and economic policy. Schumpeter argues that government must offer what is feasible before radicals monopolize popular demands. He also calls for a foreign-policy declaration, especially the peace formula without indemnities or annexations, because exhaustion makes any grander aim unrealistic.
Bei aller Rücksicht und Treue gegenüber Deutschland und Ungarn darf man sich die ungeheuere politische Kraftquelle nicht entgehen lassen, die in dem Worte liegt: »Friede ohne Entschädigungen und Annexionen«.
English translation: With all due regard and loyalty toward Germany and Hungary, one must not let slip the enormous source of political strength that lies in the phrase: "Peace without indemnities and annexations."
The cabinet question completes the analysis. Schumpeter rejects both a mere bureaucratic cabinet and a loose conglomerate of party men. Ministers must possess principle, expertise, parliamentary talent, and the capacity to mobilize public opinion, including latent forces in the Herrenhaus.
The memorandum’s relevance lies in its late-Habsburg diagnosis of constitutional legitimacy: ethnic conflict matters, but failure is not inevitable. The decisive issue is whether the Monarchy can abandon centralist improvisation for federal, parliamentary, publicly persuasive government.
