Inama-Sternegg’s historical journal article reconstructs the German excise controversy as a formative episode in the emergence of public-finance science. Its four sections move from the dispute’s political origins through its literature and contested principles to its theoretical and practical results. The central question was whether consumption taxes could replace ordinary direct taxation. His larger argument is that sustained controversy transformed expedients for raising revenue into systematic inquiry concerning the state, economic welfare, and fiscal justice.

The opening locates the dispute in the fiscal exhaustion following the Thirty Years’ War, the costs of standing armies, court expenditure, and mercantilist policy. Brandenburg’s expanding excise system gave these pressures a concrete institutional focus. Indirect taxation also offered rulers political freedom from the territorial estates whose participation constrained direct levies. Universal excise thus promised more than administrative efficiency: it potentially altered the distribution of political power.

The literature section rehabilitates Tenzel, writing as Christianus Teutophilus, against later dismissal. His Entdeckte Goldgrube in der Accise proposed an ideal universal excise, not simply an endorsement of Brandenburg’s arrangements. Inama-Sternegg recognizes his practical intelligence while criticizing his principles. He contrasts Tenzel with the anonymous Geprüfte Goldgrube, Happe’s attention to fraud and administrative burdens, and Schubart’s predominantly juridical treatment. S. W. von der Lith’s Politische Betrachtungen (1751) supplies the controversy’s culminating synthesis, although its preference for indirect taxation remains one-sided.

Tenzel grounds taxation in the protection of persons before property. Since everyone receives protection of life, everyone should contribute through consumption. Taxing necessities would spare productive assets while distributing payments across numerous small purchases. His ideal culminates in the requirement:

Die Accise muss ohne alle execution und Zwang von denen Einwohnern ganz freiwillig der Obrigkeit bezahlt werden.

English translation: The excise must be paid to the authorities entirely voluntarily by the inhabitants, without any enforcement proceedings or coercion.

The apparent voluntariness conceals a tension: bread, drink, and meat were attractive tax bases precisely because consumption could not readily be avoided. Opponents challenged both the derivation of equal contributions from protection and the claim that taxing necessities restrained luxury. Flour duties burdened the poor disproportionately, threatened subsistence, and could raise wages and manufactured-goods prices. Inama-Sternegg treats recognition of these consequences as progress beyond arguments that relieving the wealthy necessarily benefited everyone.

The controversy also divided advocates of indirect taxation. They disagreed over taxing bread, imposing extraordinary luxury duties, and extending excise from towns into the countryside. Happe’s administrative objections exposed the distance between an elegant revenue scheme and its execution through officials, declarations, and oaths. The debate consequently produced criteria for judging taxes rather than merely choosing a preferred instrument:

Von weiteren Maximen einer guten Besteuerung entsprang aus der Controverse die Erkenntniss der nothwendigen Verhältnissmässigkeit der Steuer zu den Vermögenskräften des Einzelnen, gegen welchen Grundsatz Tenzels Universalaccise so direct verstossen hatte.

English translation: Among further maxims of sound taxation, the controversy yielded recognition that taxation must be proportionate to the individual’s financial means, a principle that Tenzel’s universal excise had so directly violated.

Alongside proportionality, Inama-Sternegg identifies legal certainty, collectability, and regard for commerce and social conduct as lasting achievements. Indirect taxes retain value as supplementary revenue, but their advantages cannot justify exclusive reliance upon them. The dispute’s importance lies in the enlargement of fiscal reasoning:

Hand in Hand mit diesem allgemeinen Interesse für die Finanztheorie erzeugte die Controverse aber auch eine Verallgemeinerung der wissenschaftlichen Betrachtung und trug zur allmäligen Gewinnung höherer Gesichtspunkte für die Fragen der Finanzwissenschaft bei, welche den früheren Theoretikern ferne lagen.

English translation: Alongside this general interest in financial theory, however, the controversy also broadened scientific inquiry and contributed to the gradual attainment of higher perspectives on questions of public-finance science that had been remote from earlier theorists.

The final section qualifies this intellectual advance through institutional comparison. Prussia, Saxony, the Palatinate, Austria, and Brunswick-Lüneburg adopted or modified excises differently; much of southern Germany retained established direct taxes. Governments often appropriated proposals for broader consumption taxation while ignoring the promised abolition of existing burdens. Theory prepared the systematic work of Justi and Sonnenfels, but practice frequently converted reform into cumulative extraction. The article’s enduring relevance lies in this distinction between fiscal knowledge and its selective political use: increased revenue could undermine the prosperity on which the state itself depended.
