Helene Lieser’s 1937 review of Alfred Etscheit, Alexander Etscheit, and Otto Böhmer’s Handbuch des Devisenrechts assesses the handbook’s practical organization of German foreign-exchange law. She first establishes the difficulty of its task: making accessible a legal framework comprising four major laws, five implementing regulations, and numerous supplementary enactments, notices, orders, and administrative circulars. Her praise concerns how this dispersed material becomes navigable.

English translation: The arrangement is original. The whole of foreign-exchange law is divided into a few large groups of factual situations.
Grouping the law by factual situations gives practitioners a route into the material. Lieser describes the introduction as an expanded index directing readers from each group to the relevant section. Her brief review thus moves from legislative complexity to the handbook’s organizing principle and finally to its usefulness:
Daneben gibt es noch ein Inhaltsverzeichnis und ein Sachregister, so daß das Zurechtfinden für den Praktiker, und zwar auch den im Ausland, wirklich sehr erleichtert ist.
English translation: In addition, there are a table of contents and a subject index, so that finding one’s way around is genuinely made much easier for the practitioner, including the practitioner abroad.
The review’s central judgment is that coordinated finding aids substantially improve access to complex regulation, including for users outside Germany. Its emphasis remains on intelligibility and consultation rather than the merits of foreign-exchange policy.
