About this work

Emil Lederer’s 1921 commission-record intervention consists of a single procedural proposal: safeguard cooperatives by establishing both a cutoff date and a minimum number.

Ich würde vorschlagen, daß wir einen Stichtag und eine Mindestzahl zur Sicherung der Genossenschaften festsetzen.

English translation: I would propose that we set a cutoff date and a minimum number to safeguard the cooperatives.

Lederer links cooperative protection to two definite criteria, one temporal and one numerical. The recorded turn specifies neither the date nor what the minimum number would count; it supplies a proposal for collective decision, not its detailed justification.
