Emil Lederer’s 1921 commission-record intervention concerns the conditions under which cooperatives should be included in a proposed arrangement. His central requirement is that their inclusion must not obstruct municipalization:
Wenn es so interpretiert würde: auch Genossenschaften, dann brauchen wir noch besonders dringend die Kautel, daß nicht die Genossenschaften die Kommunalisierung verhindern.
English translation: If it were interpreted this way: cooperatives too, then we would especially urgently need the safeguard that cooperatives do not prevent municipalization.
Lederer moves from this safeguard to the question of suitable criteria. His closing suggestion names day and extent, but the brief recorded turn does not explain their application. The substantive distinction is between admitting cooperatives and allowing them to block municipalization; inclusion requires protection of the latter.
