Emil Lederer’s 1921 commission-record intervention distinguishes cooperatives by whom they organize, rather than by whether they produce goods. He challenges the discussion’s undifferentiated terminology:
Wir sprechen immer von Genossenschaften und behandeln sie vollkommen gleich, ob es sich um Konsumentengenossenschaften oder um Genossenschaften von Produzenten handelt.
English translation: We always speak of cooperatives and treat them entirely alike, whether they are consumer cooperatives or cooperatives of producers.
The recorded assent endorses this distinction. Lederer then classifies Wissell’s example as a consumer cooperative even though it bakes bread: productive activity does not itself establish a producer cooperative.
