Emil Lederer: Intervention on the Formulation of Votes (1921)

This brief intervention in an official commission record organizes the positions under discussion rather than advancing Lederer’s own substantive proposal. Its purpose is procedural: to formulate four alternatives for a vote.

English translation: The first group favored retaining § 1.

Lederer distinguishes this position from two proposals for delegation: one to subordinate state authorities following a prior hearing, the other to the commission of the Reich Economic Council conducting the discussion. The distinction concerns where decision-making authority should lie.

Viertens war Geheimrat Prentzel dafür, die Reichsregierung zu belassen, aber die Entscheidung nur generell zu geben.

English translation: Fourth, Privy Councillor Prentzel favored retaining the Reich government, but issuing the decision only in general terms.

The final alternative separates the retention of governmental authority from the scope of its exercise. The passage’s significance lies in making competing institutional arrangements explicit; it supplies neither the content of § 1 nor the outcome of the vote.
