Emil Lederer · 1921
This brief commission-record intervention proposes attaching an explicit exemption to Vogelstein’s motion. Lederer’s contribution concerns the wording and placement of the provision:
Das müßte dann im Anschluß an den Antrag Vogelstein gesagt werden, und zwar wäre das in einem Satz möglich, indem man etwa sagt: Betriebe der Land- und Forstwirtschaft sind ausgenommen.
English translation: That would then have to be stated in connection with Vogelstein’s motion, and this could be done in one sentence, by saying something like: Agricultural and forestry enterprises are exempt.
The intervention makes sectoral exclusion a matter of concise legislative formulation. It supplies neither the motion’s substance nor reasons for the exemption, so its significance lies in clarifying scope, not defending an agricultural policy.
