Gegen diesen Zusatz wäre ich vor allem aus dem von Herrn Dr. Hilferding bereits erwähnten Grunde, daß die einzige reale Kraft, welche die Gesetzgebung in Gang bringen würde, solche Anträge der Gemeinden sein würden.
English translation: I would oppose this addition above all for the reason already mentioned by Dr. Hilferding, namely that such requests from the municipalities would be the only real force that would set legislation in motion.
