Emil Lederer · 1921
In this brief recorded intervention, Lederer clarifies the deliberate limits of the commission’s discussion:
English translation: Both the expropriation of mixed public–private enterprises, about which there had been so much discussion, and the expropriation of shares were deliberately not discussed further.
The distinction concerns scope, not an explicit rejection of either measure. “Mit Bewußtsein” stresses intentional exclusion; the supplied speaking turn gives no reasons or substantive assessment of these forms of expropriation.
