Emil Lederer · 1921
This brief recorded intervention proposes wording that distinguishes enterprises by whether the municipality intends to continue operating them. Lederer’s justification challenges any assumption that continued operation necessarily yields the higher valuation:
Lederer: „Unternehmungen, deren Weiterbetrieb von der Gemeinde nicht beabsichtigt wird“; denn der Abbruchswert könnte auch bedeutend höher sein als der Ertragswert.
English translation: Lederer: “Enterprises whose continued operation is not intended by the municipality”; for the demolition value could also be considerably higher than the earnings value.
The conceptual distinction is between intended use and comparative value: demolition may be worth more than income-producing operation. The extract records this qualification but does not supply the surrounding proposal or commission debate.
