Ich wollte nur die Frage aufwerfen, ob es zweckmäßig ist, mit dieser Frage, die sich auf die technische Zweckmäßigkeit der Versorgung der Bevölkerung mit Lebensmitteln erstreckt, die Finanzfrage zu verknüpfen. Ich möchte meinen, daß wir das nicht tun sollten.
English translation: I merely wanted to raise the question whether it is expedient to link the financial question with this question, which concerns the technical expediency of supplying the population with food. I would suggest that we should not do so.
His distinction concerns the organization of discussion: he recommends separating technical suitability from financing, without explaining why or proposing a financial policy.
