Emil Lederer’s 1920 commission speaking turn on coal mining questions the incentive effects of automatically reimbursing production costs. His brief intervention links rising costs to increased profitability:
Aber das wirkt ja ebenso auf die Steigerung der Rentabilität, wenn man die Selbstkosten steigert, und automatisch alle Selbstkosten vergütet werden. Man muß doch irgendeinen Schlüssel nehmen.
English translation: But that likewise increases profitability when production costs are raised and all production costs are automatically reimbursed. Some sort of formula must surely be used.
Lederer moves from this objection to demanding a governing formula. The passage’s significance lies in distinguishing reimbursement of costs from a defensible rule for determining payment; it does not specify that rule.
