In this brief official commission speaking turn, Lederer clarifies how sales surcharges should be understood. He treats their percentage basis as implicit, while acknowledging that the provision leaves their determination to the Reich Coal Council:
English translation: I have always understood these sales surcharges to be intended as percentages; admittedly, it says that the sales surcharges are determined by the Reich Coal Council according to “principles to be established.”
His intervention distinguishes the provision’s explicit wording from its presumed practical meaning: council discretion does not, in his view, make another interpretation plausible.
