Emil Lederer’s 1920 commission speaking turn addresses a specific allocation of authority within a coal-mining proposal. He asks whether the Reich Coal Council, rather than the enterprise, should control the relevant choice:
English translation: I would merely like to ask, within the framework of this plan, whether it would not be advisable to place the choice in the hands of the Reich Coal Council rather than those of the enterprise, so that the Reich Coal Council can decide whether it wishes to grant the loan and thereby have this second possibility of its co-ownership right or not.
The intervention links lending discretion to a possible co-ownership right: the Council should decide whether to assume that position through financing. Lederer proposes an adjustment within the existing plan, not a comprehensive alternative. The preceding options are absent from this speaking turn, so the precise meaning of the “second possibility” remains unspecified.
