English translation: If production capacity is limited, no change from the present economic system will be brought about so long as you base your approach on production costs.
His conceptual move is to make productive capacity a condition of the argument: under constrained production, a cost-based approach leaves the existing economic system unchanged. The recorded turn states this objection without developing an alternative.
