This recorded commission speaking turn concerns the readiness of a group’s proposals for plenary discussion. Lederer reports that a smaller meeting the previous day had also agreed on a compensation proposal. His central distinction is between substantive preparation and completed formulation: although his group’s proposal has not yet received its final wording, its details are sufficiently developed to be treated as definite, subject to amendments in the plenary meeting. Readiness for discussion therefore does not require an unalterable text.
Lederer leaves the choice of agenda open:
Ich würde ganz anheimstellen, welcher dieser Teile nun der Diskussion unterzogen werden soll.
English translation: I would leave it entirely open which of these parts should now be submitted for discussion.
This deference separates the group’s preparatory work from the commission’s authority to decide what to discuss. Yet Lederer also offers a clear recommendation:
Meines Erachtens würden sich am besten diese juristische Unterlage und das Problem der Entschädigung dazu eignen.
English translation: In my view, this legal basis and the problem of compensation would be best suited for that purpose.
