Emil Lederer’s 1920 commission speaking turn proposes a drafting adjustment to a paragraph concerning coal mining. He suggests omitting “im Werk” and explicitly exempting gasworks unrelated to mining operations:
Das fiel mir eben ein, als Sie anfingen, zu sprechen, nämlich, daß es vielleicht besser wäre, den Paragraphen ohne Einschaltung dieser Worte „im Werk“ bestehen zu lassen, und Gaswerke, welche in keinem Zusammenhang mit dem Bergbaubetrieb stehen, auszunehmen.
English translation: That just occurred to me as you began to speak: namely, that it might be better to leave the paragraph without inserting these words “within the works,” and to exempt gasworks that have no connection with the mining operation.
His tentative intervention makes connection to mining the criterion for inclusion; the paragraph’s wider provisions are not supplied.
