Emil Lederer’s 1920 commission speaking turn addresses the organizational boundary between coal mining and iron and steel production. He interprets the proposal under discussion as requiring the inclusion of iron and steel works, followed by the separation of their coking operations:
Die Hüttenwerke würden nach der Absicht, die vorliegt, einzubeziehen sein; die Hüttenwerke wären zu trennen, die Verkokung im Hüttenwerk wäre herauszulösen.
English translation: The iron and steel works would have to be included under the proposal under consideration; the iron and steel works would have to be separated, and coking within the works would have to be detached.
When Wissell asks whether this means removal from the works themselves, Lederer confirms: coking would be transferred to the coal community. The brief exchange thus clarifies a concrete institutional consequence of the proposal: an integrated industrial activity would be reassigned to the organization responsible for coal.
