About this work

Emil Lederer: Commission intervention on coal mining (1920)

This brief recorded commission speaking turn addresses how to regulate an issue whose precise subject is not identified in the extract. Lederer recalls its discussion the previous year but cannot remember the position then adopted. His proposal is conditional on the quantities involved:

Es würde in diesem Falle, wenn es sich hier um erhebliche Mengen handelt, eine lose Zusammenfassung, eine Art loser Bewirtschaftung notwendig sein.

English translation: In this case, if substantial quantities are involved here, a loose grouping, a kind of loose management would be necessary.

Lederer envisages limited coordination, without specifying its institutional form. His central distinction concerns where that arrangement should be defined:

Diese Frage müßte dann aber eher durch die Ausführungsbestimmungen als hier im Gesetz geklärt werden.

English translation: This question would then, however, need to be clarified through the implementing provisions rather than here in the law.

The intervention thus moves from uncertain recollection to a conditional administrative proposal. Its significance lies in distinguishing statutory legislation from implementing provisions; it does not elaborate a broader coal-mining programme.
