Die Deutsche Kohlengemeinschaft ist eine Person des öffentlichen Rechts. Sie verwaltet im gemeinwirtschaftlichen Dienst alle Angelegenheiten des Kohlenbergbaues und der in § 1 genannten Betriebe. Sie regelt die Aus- und Einfuhr unter Berücksichtigung der von den zuständigen Behörden erlassenen allgemeinen Aus- und Einfuhrbestimmungen.
English translation: The German Coal Community is a legal person under public law. It administers, in the service of the common economy, all matters concerning coal mining and the enterprises named in § 1. It regulates exports and imports with due regard to the general export and import provisions issued by the competent authorities.
The provision moves from legal status to administrative scope and then foreign-trade regulation. It combines sector-wide authority with obligations to observe existing governmental rules.
