About this work

Emil Lederer’s recorded commission intervention (1920) proposes a concise rule for the German Coal Community’s financial autonomy and the use of its surpluses. Its first sentence establishes independent management, subject to powers expressly granted to the Reich:

Die Deutsche Kohlengemeinschaft regelt ihre vermögensrechtlichen Angelegenheiten selbständig, soweit dem Reiche nicht besondere Befugnisse ausdrücklich eingeräumt sind.

English translation: The German Coal Community manages its property-related affairs independently, insofar as no special powers are expressly granted to the Reich.

Autonomy is paired with a public-purpose obligation:

Die Überschüsse sind im Einvernehmen mit der Reichsregierung zur Förderung der Gütererzeugung, insbesondere der Kohlenwirtschaft, zu verwenden.

English translation: The surpluses are to be used, in agreement with the Reich government, to promote the production of goods, particularly the coal economy.

The intervention thus distinguishes independent administration from coordinated surplus allocation: resources must support production, with coal given particular emphasis. Its significance lies in this compact division of authority; the recorded turn supplies no further institutional detail or justification.
