Emil Lederer: Intervention on Coal Mining (1920)

This recorded commission speaking turn addresses the treatment of coal-community bonds and compensation for coal-mine owners. Lederer suggests returning to the issue when bonds are discussed, but immediately qualifies the preceding general argument: a bond is itself a realizable asset, not merely evidence of a payment made.

Wenn ich das Geld gebe, bekomme ich auch nur eine Obligation, für welche diese Industrie haftet.

English translation: If I provide the money, I too receive only a bond for which this industry is liable.

The comparison directs attention to what the payer receives and to the industry’s liability. Lederer then distinguishes the compulsory character of the owners’ transaction from the value of the asset obtained:

Hier werden die Kohlenwerksbesitzer gezwungen, die Kohlengemeinschaftsobligationen abzukaufen. Dieser Zwang wird ihnen auferlegt, und der Wert, den sie in den Obligationen bekommen, stellt die Entschädigung dar.

English translation: Here the coal-mine owners are compelled to purchase the coal-community bonds. This compulsion is imposed on them, and the value they receive in the bonds constitutes the compensation.

His central conceptual move is to recognize coercion without treating it as uncompensated loss. The intervention clarifies the relationship between compulsory purchase and compensation; it does not establish how the bonds should be valued.
