About this work

Emil Lederer: Discussion contribution on coal mining (1920)

This recorded commission speaking turn concerns the proposed governance of the German coal economy. Lederer moves from unresolved differences within the participating groups to the institutional provisions of §§ 6–7, then explains an amendment to the Reich Coal Council’s planning responsibilities. His contribution distinguishes agreement over administrative authority from the practical feasibility of specifying production in advance.

English translation: I can therefore only establish that this question is not yet judged unanimously within the groups and that separate subgroups will probably emerge on this question, which will then still have to make themselves heard.

The antecedent of “this question” is absent from the supplied turn. The passage establishes unresolved disagreement, but does not identify its substantive grounds. Lederer then reads provisions naming the Reich Coal Council and Reich Coal Directorate as the organs of the German Coal Community.

The central revision replaces the council’s explicit responsibility for determining output with authority over new works, closures and amalgamations, operating-unit size, and the prices and sales of extracted products, alongside an annual management plan.

Es ist deshalb abgeändert, weil die Bestimmung der Fördermenge von den Fachleuten als unmöglich erklärt wurde.

English translation: It was amended for this reason, because determining the output quantity was declared impossible by the experts.

Lederer thus invokes expert judgment to distinguish advance output determination from economic planning. His concluding claim that the amendment changes nothing substantively presents it as a practicable formulation of the same governing purpose, rather than a retreat from coordinated management. The turn’s significance lies in this adjustment of institutional powers to acknowledged limits of prediction.
