Emil Lederer: Intervention on Coal Mining (1920)

This recorded commission speaking turn concerns the institutional meaning of an annual coal-management plan. Lederer first asks whether the plan covers the coal-mining industry as a whole. The recorded assent confirms this interpretation, but leaves its practical consequences unresolved. His intervention moves from the scope of planning to the authority responsible for implementing it:

Ja, aber wie ist dieser Bewirtschaftungsplan durchzuführen?

English translation: Yes, but how is this management plan to be implemented?

Lederer’s central move is to connect an industry-wide plan with the assignment of tasks to individual enterprises. He presents this connection as a question requiring clarification, rather than as an established administrative arrangement:

Ist der Reichskohlenrat bzw. das von ihm bestellte Direktorium nicht die Stelle, welche die Ausführung des Wirtschaftsplanes zu besorgen hat dadurch, daß den einzelnen Werken ihre Aufgabe zugewiesen wird?

English translation: Is the Reich Coal Council, or the directorate appointed by it, not the body that must see to the implementation of the economic plan by assigning the individual enterprises their tasks?

The passage thus distinguishes adopting a plan from making it operative. Its significance lies in identifying the institutional link between aggregate coordination and enterprise-level obligations. The turn records Lederer’s proposed interpretation of responsibility, but contains no answer to his concluding question.
