Emil Lederer’s 1920 commission speaking turn frames the allocation of authority in coal governance as a question for the Reich Coal Council’s rules of procedure. His central point is that committees’ responsibilities must be known before their decision-making autonomy can be defined:
Es ist überaus schwer, bevor man die Bestimmung der Ausschüsse kennt, zu entscheiden, in welchen Fragen die Ausschüsse souverän entscheiden sollen, und in welchen Fällen der Reichskohlenrat mitwirken muß.
English translation: It is exceedingly difficult, before knowing the remit of the committees, to decide on which questions the committees should decide autonomously and in which cases the Reich Coal Council must participate.
The intervention distinguishes autonomous committee decisions from matters requiring council participation, without prescribing a particular division of powers.
