Gegen die Entscheidung der Ausschüsse steht den Beteiligten in den durch die Geschäftsordnung des Reichskohlenrats näher zu bezeichnenden Fällen das Recht des Einspruchs zu.
English translation: Those concerned have the right to lodge an objection against the committees’ decisions in cases to be specified more closely in the Reich Coal Council’s rules of procedure.
His point is that delegating authority to a committee must not make its decisions final. The proposed clause preserves a right of objection, while leaving its precise scope to the Council’s procedural rules. The intervention thus distinguishes delegated decision-making from unchallengeable authority; its significance lies in this institutional safeguard, rather than in a broader argument about coal-mining policy.
