Diese Frage der einfachen und qualifizierten Mehrheiten muß geklärt werden, aber dieses Gesetz ist nicht der Ort, sie zu klären, sondern die Geschäftsordnung.
English translation: This question of simple and qualified majorities must be clarified, but this law is not the place to clarify it; rather, the rules of procedure are.
Lederer then qualifies majority rule: certain representative groups must not be outvoted on certain questions. Qualified-majority decisions should secure minority rights. The intervention thus locates safeguards in procedural rules while insisting that numerical predominance cannot govern every decision.
