Emil Lederer’s recorded commission intervention on coal mining (1920, vol. II, p. 787, no. 154) consists of a single sentence linking the timing of expropriation to the criteria governing it:

Aber solange die Betriebe noch nicht enteignet sind, würden die Betriebsleistungen die Grundsätze bestimmen, nach denen sie enteignet werden sollen.

English translation: But as long as the enterprises have not yet been expropriated, their operational performance would determine the principles according to which they are to be expropriated.

Lederer makes operational performance consequential for the terms of a future change in ownership. The opening “Aber” marks a qualification of an earlier argument, unavailable in this extract. The conditional formulation identifies a dependency; it does not specify how performance would be assessed or what expropriation principles should follow.
