This recorded commission speaking turn challenges the draft’s allocation of authority over compensation. Lederer states that he will not countersign it, then identifies the consequence of its wording:
Obwohl der Entwurf nicht von mir gegengezeichnet werden wird, möchte ich mir gestatten, darauf aufmerksam zu machen, daß nach dieser Formulierung doch wieder der Reichskohlenrat die Aufnahmebilanz zu genehmigen hätte, und damit diesem Gremium eine Entschädigung der einzelnen Werke anvertraut wird, in dem die zu Entschädigenden 25 % der Stimmen haben.
English translation: Although I will not countersign the draft, I would like to draw attention to the fact that, under this wording, the Reich Coal Council would once again have to approve the opening balance sheet, thereby entrusting compensation for the individual enterprises to a body in which those to be compensated hold 25 % of the votes.
His objection connects accounting approval to distributive power: the beneficiaries would participate in the body deciding compensation. The intervention highlights a conflict of interest without proposing an alternative procedure.
