Emil Lederer: Commission intervention on coal mining (1920)

This recorded commission speaking turn concerns the timing of a proposed measure. Lederer argues that leaving its implementation unspecified would deprive the draft of its effect:

Ich glaube, daß sich der Entwurf der anderen Herren nach meinem Urteil dann um die ganze Wirkung bringen würde, wenn überhaupt eine Frist nicht genannt wird, weil es unbedingt so gelassen wird, daß es ganz ins Unbestimmte gerückt ist, und diese Gruppe der Kommission überhaupt keine Vorstellung davon hat, wann es geschieht.

English translation: I believe that, in my judgment, the other gentlemen’s draft would then deprive itself of its entire effect if no deadline whatsoever were specified, because it is simply left entirely indefinite, and this group of the commission has no idea at all when it will happen.

The intervention links practical effectiveness to a definite timetable and the commission’s ability to anticipate action. It supplies neither details of the draft nor a preferred deadline; its central demand is temporal specificity.
