Emil Lederer · 1920
This recorded commission speaking turn concerns the relationship between general distribution principles and the construction of draft provisions. Lederer first argues that an existing clause provides sufficient coverage:
English translation: I believe that everything is covered by § 8, paragraph 2. If the principles of distribution are clear, it is not necessary to clarify all the special cases as well.
He then shifts from coverage within one draft to its implications for another, invoking Rathenau’s explanations:
English translation: I would like to point out that now, following Dr. Rathenau’s explanations, the construction must also be considered from the standpoint that it is decisive for the other draft.
The intervention links economy in drafting with coordination between proposals. The excerpt does not identify the drafts or specify the distribution principles, limiting any reconstruction of the underlying policy dispute.
