The assumed pool comprises the managers of 200—or, in another version, 500—enterprises. His decisive distinction concerns whom this procedure would select:
Es werden also doch nicht die 25 Generaldirektoren gewählt.
English translation: Thus it is not, after all, the twenty-five general directors who are elected.
