Emil Lederer: Intervention on Coal Mining (1920)

This recorded commission speaking turn concerns the institutional balance between the Reich Coal Council and a directorate. Lederer argues that the council’s electoral role guarantees the industry’s unity as a cohesive economic body conscious of itself as such. Removing that role would therefore constitute a substantive disagreement over its organization, not a minor procedural adjustment.

Wenn wir dem Reichskohlenrat die Wahl abnehmen, so sind seine Kompetenzen höchst bescheiden angesichts der großen diktatorischen Vollmachten, die dem Direktorium gegeben sind.

English translation: If we take the election away from the Reich Coal Council, its powers are exceedingly modest in view of the great dictatorial powers granted to the directorate.

The intervention moves from collective unity to the distribution of authority: election gives institutional substance to the council, whereas its removal leaves the directorate overwhelmingly dominant. The excerpt does not specify what office is being elected.
