Das Reichskohlendirektorium gibt sich eine Geschäftsordnung, die der Genehmigung des Reichskohlenrats unterliegt.

English translation: The Reich Coal Directorate adopts rules of procedure, which are subject to approval by the Reich Coal Council.

Section 13 distinguishes the directorate’s power to formulate its procedures from the council’s authority to approve them. Section 14 then locates operational discretion in two leadership positions:

Das Reichskohlendirektorium hat einen Vorsitzenden und einen stellvertretenden Vorsitzenden, deren Befugnisse in der Geschäftsordnung geregelt werden. Sie sollen gemeinsam weitgehende Vollmachten zum selbständigen Handeln besitzen.

English translation: The Reich Coal Directorate has a chair and a deputy chair, whose powers are regulated by the rules of procedure. Together, they are to possess extensive powers to act independently.

Section 15 completes the arrangement: the council elects both officers from the directorate’s membership, with confirmation required from the Reich government. The passage’s significance lies in this distribution of authority: substantial executive discretion remains embedded in approved procedures and supervised appointments. It supplies an institutional design, without explaining its economic rationale or anticipated effects.
