Das Gebiet des deutschen Kohlenbergbaues, einschließlich der Betriebe nach § 1, wird in etwa 20 örtlich und wirtschaftlich zusammenhängende Bezirke eingeteilt. Das Reichskohlendirektorium kann aus Zweckmäßigkeitsgründen einzelne dieser Betriebe von der Zuteilung an einen Bezirk ausnehmen und sich unmittelbar unterstellen.
English translation: The territory of German coal mining, including the establishments covered by § 1, is divided into approximately 20 geographically and economically connected districts. For reasons of expediency, the Reich Coal Directorate may exempt individual establishments from assignment to a district and place them directly under its authority.
District organization thus remains subject to central discretion: the Directorate can assume direct control over particular establishments. The intervention records an administrative arrangement, without supplying Lederer’s rationale or identifying the establishments covered by § 1.
