This recorded commission speaking turn consists of Lederer reading §§ 19–21 of a proposed framework for organizing the coal economy. Its sequence moves from wholesale trade and household distribution through foreign trade to remuneration and collective bargaining. Section 19 empowers the Reich Coal Council to regulate wholesale coal trading on a common-economic basis, with compensation for expropriations and a separate law governing their procedure. Household supply receives a distinct local arrangement:
Die Verteilung des Hausbrandes liegt den Gemeinden ob, die sich hierzu genossenschaftlicher Organisationen oder des Kleinhandels als ihrer Organe bedienen können.
English translation: The distribution of household fuel is the responsibility of the municipalities, which may use cooperative organizations or retail traders as their agencies for this purpose.
Public responsibility thus need not mean direct public operation. Section 20 similarly places coal imports and exports, including products of the enterprises specified in § 1, under the Reich Coal Directorate while allowing commercial intermediaries.
Section 21 combines secure remuneration with incentives:
Die Bezahlung der Arbeiter und Angestellten besteht aus festen Bezügen und einer Beteiligung am Ertrage, sowie aus Prämien entsprechend den Leistungen.
English translation: The remuneration of workers and salaried employees consists of fixed pay and a share in returns, as well as bonuses corresponding to performance.
Returns are assessed at establishment level for technical employees and district level for commercial employees and workers. Piecework rates and bonuses must secure the principal part of income at competent average performance, without dependence on chance or exceptional effort.
Die Lohn- und Arbeitsbedingungen sind zwischen dem Reichskohlenrat und den zuständigen Gewerkschaften der Arbeiter und Angestellten zu vereinbaren.
English translation: Pay and working conditions are to be agreed between the Reich Coal Council and the relevant trade unions of workers and salaried employees.
The closing provisions link wages that enable productive capacity to disability, old-age and survivors’ pensions, plus compensation for dismissal without fault. The passage’s significance lies in this conjunction of coordinated distribution, negotiated employment conditions and incentives bounded by economic security.
