Emil Lederer: Discussion Contribution on the Potash Industry (1921)

This recorded commission speaking turn concerns the limits of concentration in the potash industry. Lederer challenges a technical objection to further concentration and asks that the commission’s proposal state more explicitly how it could overcome that obstacle.

He begins by recalling the restriction repeatedly invoked in earlier discussions:

Es wurde immer gesagt, daß in den nächsten Jahren praktisch schon wegen der Endlaugenkonzession über 10% hinaus eine Konzentration nicht zu erwarten sei.

English translation: It was always said that, in the next few years, concentration beyond 10% was practically not to be expected, if only because of the concession for discharging residual brine.

The discharge concession belongs to a wider set of constraints involving production costs, manufacturing capacity, and transport location. Lederer does not deny their existence. He disputes the inference that they establish a firm ceiling on concentration. Information presented that day supplies his counterargument:

Nach den Mitteilungen, die wir heute bekommen haben, ist eine Konzentration weit darüber hinaus vorgesehen, was nur meine Auffassung bestätigt, daß diese Endlaugenkonzession kein so wesentliches Argument gegen die weitergehende Konzentration ist, daß die technische Entwicklung imstande ist, das zu überwinden.

English translation: According to the information we received today, concentration far beyond that level is envisaged, which only confirms my view that this concession for discharging residual brine is not so substantial an argument against further concentration, and that technological development is capable of overcoming it.

The conceptual move is from treating an environmental-discharge constraint as fixed to treating it as technically surmountable. Lederer then proposes adding wording to paragraph 3: the commission should express its belief that its proposal can advance concentration beyond the limits imposed by the existing corporate groups and overcome wastewater obstacles more effectively than the legislative proposals. The intervention thus connects technical possibility to institutional choice. Its scope remains narrow: it records a challenge to an asserted limit and a suggested amendment, without supplying the underlying technical evidence or specifying how the wastewater problem would be solved.
