English translation: It rests on the fact, known to us from the inquiry, that the state-owned works were extraordinarily accommodating toward the private works: whenever quotas were expanded, they declined relatively by foregoing opportunities to expand their operations, although they could have joined the race.
The distinction is between competitive capacity and its exercise. Lederer understands Lindemann as seeking to recover ground whose loss was not explained by natural conditions or deposits. The proposal remains tentative and compensatory: some preference might correct an inherited disadvantage before quotas become fixed for decades. The contribution’s significance lies in treating existing shares as products of past institutional choices, not as a neutral measure of productive potential.
