Emil Sax, Vorwort (1895)

Emil Sax’s preface introduces a work on railway tariffs at the publisher’s request. Its argument moves from the justification of scholarly recommendation to an account of the book’s theoretical originality, concluding with a comparison to Ulrich’s established treatment of the subject. Sax seeks to secure attention for an independently conceived contribution while reserving judgment on its results for specialist criticism.

The opening makes explicit the expectation attached to his intervention:

Es ist wohl selbstverständlich, dass den Motiven jenes Wunsches nur entsprochen wird, wenn — um es kurz zu sagen — das Vorwort ein Fürwort ist.

English translation: It is surely self-evident that the motives of that wish are met only if — to put it briefly — the foreword (Vorwort) is a word in favour (Fürwort).

Sax treats this obligation as requiring conscientious examination, not automatic praise. The author’s professional competence and previous publications already establish his qualifications; informed readers, moreover, must judge the book for themselves. The rationale for an introduction lies instead in the overcrowded market for economic literature, where worthwhile work by an author without an established reputation among economists may struggle even to attract notice. Sax thus distinguishes directing attention from determining reception.

This distinction also governs his disclosure of his relationship to the author. He encountered the book only in proof and denies having participated in its composition. Both men belong to the same railway organization, Sax as a member of its administrative board. He suspects that this connection encouraged the author to cite him supportively while avoiding polemic against his writings. Such restraint, he argues, obliges him to withhold both personal praise and the criticisms he might otherwise offer. The preface therefore attempts to define the limits of an endorsement compromised by professional proximity.

The substantive recommendation rests on the book’s analytical construction:

Der Kern des Werkes, dasjenige, was ihm auch gegenüber bereits vorhandenen verdienstvollen Schriften über das Tarifwesen der Eisenbahnen seine Existenzberechtigung verleiht, liegt in dem bis ins kleinste Detail durchgeführten theoretischen Aufbaue des Tarifsystems, der basiert ist auf eine eingehende Zergliederung der Tarifgrundlagen.

English translation: The core of the work, that which gives it its justification for existing even alongside already available meritorious writings on the tariff system of the railways, lies in the theoretical construction of the tariff system carried through down to the smallest detail, which is based upon a thorough analysis of the foundations of tariffs.

For Sax, originality consists in deriving a tariff system from a detailed analysis of its foundations. He particularly values the integration of economic principles with administrative technique, dimensions often treated one-sidedly in specialist literature. The exposition’s breadth serves readers unfamiliar with the subject, while existing scholarship supplies materials incorporated into an original conceptual structure. These observations identify the work’s distinctive method without, Sax insists, validating its conclusions.

The comparison with Ulrich sharpens this account. Whereas Ulrich concentrates on transport prices, the introduced work also considers traffic routing and revenue distribution insofar as they affect receipts from transport services. More importantly, Sax distinguishes their organizing purposes:

Im vorliegenden Buche ist dagegen eine allgemeine Theorie des Eisenbahntarifwesens entwickelt und die Beleuchtung in Geltung stehender oder in Vorschlag gebrachter Tarifeinrichtungen lediglich zur Illustration oder zur Kennzeichnung der praktischen Bedeutung der vorgetragenen Lehren herangezogen.

English translation: In the present book, by contrast, a general theory of railway tariffs is developed, and the discussion of tariff arrangements in force or proposed is drawn upon merely by way of illustration or to indicate the practical significance of the doctrines set forth.

Existing and proposed tariff arrangements thus illustrate a general theory rather than determine the scope of inquiry. The book examines the significance of moving persons and goods in greater depth and specifically addresses practical tariff formation. Sax also notes its freedom from the tendency against private railways that he finds in Ulrich. Its omission of an international historical survey is justified by Ulrich’s achievement in that field, allowing the new work to concentrate on a complementary theoretical task.

The preface’s relevance lies in this conjunction of disciplinary positioning and carefully bounded advocacy. Sax presents theoretical system-building, administrative knowledge, and purposeful engagement with earlier literature as grounds for scholarly attention, but ends by separating those grounds from a verdict:

Sache der Fachkritik wird es sein, den theoretischen und praktischen Wert seiner Ergebnisse festzustellen.

English translation: It will be the business of specialist criticism to establish the theoretical and practical value of his results.
