Hayek’s brief review of Die ausländischen Wechselkurse in Frankreich seit 1914 evaluates Révai’s account of French franc fluctuations through Ricardo–Cassel purchasing-power parity theory. His praise centers on the empirical judgment supporting that explanation:

Die Auswahl der dabei zur Erklärung der Bewegungen im Kurs des Franken herangezogenen statistischen Daten zeugt von bemerkenswertem Verständnis für die bestehenden Zusammenhänge.

English translation: The selection of the statistical data drawn upon for the explanation of the movements in the rate of the franc testifies to a remarkable understanding of the interconnections that obtain.

Hayek values the study as illustrative material for university teaching and commends Révai’s command of theoretical literature in other languages. The review moves from methodological and pedagogical approval to a reservation about publication:

Ob freilich Arbeiten über diesen und ähnliche Gegenstände, wie sie sich in letzter Zeit häufen und allerdings vorzügliche Dissertationsthemen abgeben, von hinreichender Bedeutung sind, um ihre Veröffentlichung in Buchform zu rechtfertigen, möchten wir dahingestellt sein lassen.

English translation: Whether, to be sure, works on this and similar subjects, which have been multiplying of late and which admittedly make excellent dissertation topics, are of sufficient importance to justify their publication in book form, we should prefer to leave an open question.

The distinction is between competent research and sufficient significance to warrant a book. Hayek questions neither the study’s care nor its usefulness; he leaves open whether the growing number of such dissertation-friendly investigations merits standalone publication.
