Hayek’s short German book review assesses Schäfer’s 1925 study of economic observation as a case of practical archival guidance claiming unwarranted scientific standing. Its governing distinction is between usefulness to beginners and a contribution to scholarship: modest instructional material might be defensible, but theoretical pretensions expose it to a different standard. Hayek’s verdict is unequivocal:

Die vorliegende Arbeit gehört leider in diese Gruppe, so daß es Pflicht des Berichterstatters ist, offen zu sagen, daß es für ihre Veröffentlichung in der vorliegenden Form keinerlei Rechtfertigung gibt.

English translation: The present work unfortunately belongs to this group, so that it is the duty of the reviewer to say openly that there is no justification whatever for its publication in the form in which it lies before us.

The qualification “in der vorliegenden Form” matters. Hayek’s objection concerns the disparity between the book’s presentation and its substance. Schäfer draws on experience in the joint economic archive of German porcelain-industry associations, yet claims to treat economic observation at a fundamental level. Hayek traces the failure of that claim through the book’s structure: roughly half of its seventy-eight pages address a purported theory, including epistemological foundations, before an unmediated transition to commonplace instructions for archival organization. In his account, theory does not illuminate practice but decorates it. He also rejects the presentation of a symptom-based approach to economic development as a discovery:

Auch im Jahre 1925 gehörte z. B. schon eine ziemliche Unverfrorenheit dazu, die symptomatologische Betrachtungsweise der Wirtschaftsentwicklung als Neuentdeckung vorzutragen.

English translation: Even in the year 1925, for example, it already took a considerable effrontery to present the symptomatological mode of regarding economic development as a new discovery.

The review then shifts from accusation to demonstration. Hayek reproduces a passage from Schäfer on office equipment, shelving, folder arrangement, and labels. Its elementary advice supplies the evidence for his charge that elaborate epistemological claims support little more than routine administrative instruction. His concluding assessment extends that example to the book as a whole:

Der Leser des Buches wird sich schnell überzeugen, daß der Rest des Buches nicht weit über dem Niveau dieser besonders krassen Stelle steht, an der sich sechs völlig nichtssagende Sätze aneinanderreihen.

English translation: The reader of the book will quickly convince himself that the remainder of the book does not stand far above the level of this particularly crass passage, in which six wholly vacuous sentences are strung one after another.

The review’s significance lies in this policing of scholarly claims. Hayek neither develops an alternative theory of economic observation nor disputes the need for archives. Instead, he demands proportion between a work’s intellectual ambitions and what its arguments actually establish. The movement from a general distinction about scholarly standards, through criticism of the book’s disconnected parts, to a concrete specimen of its prose makes the negative judgment passage-driven, though its sweeping reach rests on a single extended example.
