Neue Publicationen des Labour Department (1899)

Hermann von Schullern zu Schrattenhofen’s brief joint review assesses four British Labour Department publications: the annual statistical Abstract, reports on trade unions and industrial disputes, and Miss Collet’s study of women’s and girls’ employment in flax and jute centres. Its organizing distinction is between consolidated information and the detailed evidence required for specialized research.

Schullern follows the publications in their listed order. The Abstract retains the structure of earlier issues but expands existing tables, incorporates provisional figures for 1898, and adds material on female textile labour, half-day workers, and children’s employment immediately after leaving school. Its value lies both in widening statistical coverage and in making the evidence easier to survey:

The trade-union report offers detailed evidence of organizational development without substantial changes from earlier volumes. Collet’s report receives a more methodological assessment: its historical reach makes it useful as a starting point, but further inquiry must respect local differences.

Der dritte Bericht schliesst sich an den im Jahre 1895 veröffentlichten „Report on the Statistics of employment of women“ an; die Daten reichen zum Theile bis zum Jahre 1835 zurück und sind bestimmt, für eingehendere Forschungen als Anhalts- und Ausgangspunkte zu dienen, die jedenfalls mit den grössten lokalen Verschiedenheiten werden zu rechnen haben.

English translation: The third report attaches itself to the "Report on the Statistics of employment of women" published in the year 1895; the data reach back in part to the year 1835 and are intended to serve as points of reference and of departure for more thorough investigations, which will in any case have to reckon with the greatest local differences.

Schullern thus treats historical statistics as guides to investigation rather than sufficient explanations in themselves. The strikes and lockouts report likewise largely preserves its established format, while excluding very small disputes deemed insignificant for the whole. The review closes by distinguishing the uses of these overlapping publications: the Abstract supplies enough evidence for general orientation, whereas closer study requires the separate reports. Its relevance lies in this practical evaluation of statistical scope, continuity, and the relationship between aggregate summaries and locally differentiated research.
