Schullern values Stieda’s lecture outline principally as a compact bibliographical aid, perhaps more useful to writers than to teachers:

Die vorliegende Schrift ist sehr verdienstlich, weil sie — wohl vielleicht noch mehr dem Schriftsteller als dem Lehrer — einen bequemen bibliographischen Behelf an die Hand gibt

English translation: The present writing is very meritorious, because it places at hand - perhaps still more for the writer than for the teacher - a convenient bibliographical aid

The outline’s brevity makes its debatable classification a secondary concern. Its thirty-one divisions, organized into six groups, cover labour conditions, wages, workers’ self-help, state and society, insurance, and workers’ economic and moral circumstances.

Schullern nevertheless distinguishes convenient organization from adequate scholarly coverage. He criticizes the neglect of expanding Italian research on social policy, citing Emilio Cossa, Riccardo Dalla Volta, Ugo Rabbeno, and Emilio Nazzani. The review thus combines practical appreciation with a substantive demand for international bibliographical breadth: compactness can excuse imperfections of arrangement, but not the omission of pertinent scholarship.
