Hermann von Schullern zu Schrattenhofen’s 1902 review of the official proceedings of the Lyon socialist congress (26–28 May 1901) foregrounds party unification and statutory principles. It notes criticism of Millerand’s entry into government and debates over admitting syndicates and workers’ cooperatives, while explicitly limiting its treatment of internal conflict:

— Die bei den Beratungen zu Tage getretenen, zum Teil nachwirkenden und weitgehenden Meinungsverschiedenheiten können hier nicht hervorgehoben werden.

English translation: - The differences of opinion that came to light in the deliberations, in part far-reaching and continuing in their effects, cannot be brought out here.

This omission concentrates attention on Article I: international worker solidarity, proletarian organization as a class party, the conquest of power, and the socialization of production and exchange. Schullern thus emphasizes the programmatic basis of unity without suggesting that agreement had eliminated substantial differences.

English translation: All the other articles of the statute are of a purely organizational nature and cannot be discussed here, the less so since specifically French conditions and concrete party needs were in many respects decisive for their content.

The closing distinction separates general socialist commitments from organizational provisions shaped by French circumstances and practical party needs. It also explains the review’s selective scope: principles receive attention, whereas the institutional arrangements and continuing disputes remain largely outside its compact account.
