Hermann von Schullern zu Schrattenhofen’s 1911 review assesses the revised second edition of Giorgio Loris’s Elementi di legislazione rurale as a legal textbook for higher technical schools. This breadth frames Schullern’s judgment of the textbook’s pedagogical quality and geographically differentiated usefulness:

Die Anordnung des Werkes ist klar, die Diktion leicht verständlich, der Gesamtinhalt das wesentliche erschöpfend; selbstredend ist es von einem größeren Werte nur für Italien, wofür es ja auch geschrieben ist; für das Ausland ist es als Nachschlagebuch verwendbar, das uns rasch und bequem über die italienische Agrargesetzgebung orientiert; wir können übrigens nur darüber unser Erstaunen äußern, daß die technischen Institute in Italien so vorgeschritten sind, um eines so eingehenden Lehrbuches zu bedürfen.

English translation: The arrangement of the work is clear, the diction easily intelligible, the overall content exhaustive of the essentials; it goes without saying that it is of greater value only for Italy, for which indeed it was written; for other countries it is usable as a work of reference which quickly and conveniently informs us about Italian agrarian legislation; we can moreover only express our astonishment that the technical institutes in Italy are so far advanced as to require so detailed a textbook.

The review thus distinguishes domestic instructional value from foreign reference value. Its closing surprise turns the textbook’s comprehensiveness into evidence of the advanced demands of Italian technical education.
