Lederer’s review assesses the German Construction Workers’ Union’s documentation of collective agreements concluded in 1910. Its initial praise defines the publication’s institutional scope:

English translation: An exhaustive account of the collective agreements concluded in 1910 in the German building trade, so far as the German Building Workers' Union was party to them.
Comprehensiveness is thus bounded by union participation. Lederer identifies a consequential absence:
Es ist zu bedauern, daß der Zimmerverband sich an dieser Publikation nicht beteiligen wollte — wohl um seine Selbständigkeit nachdrücklich zu betonen.
English translation: It is to be regretted that the Carpenters' Union did not wish to take part in this publication — probably in order to emphasize its independence emphatically.
The explanation remains conjectural: the carpenters’ organization may have prioritized asserting its independence over collaborative documentation. Lederer also reads the opening main agreement and model local agreement as a compromise between employers’ demands for centralization and workers’ resistance.
His principal methodological criticism distinguishes documentary coverage from comparative usefulness. Without guidance on how local agreements altered earlier provisions, readers must reconstruct changes through laborious comparison with previous publications. The review values the collection while demanding tools that make contractual development intelligible.
