Lederer’s brief bibliographical review assesses Jünger’s compilation of wartime enactments for the German Reich and Prussia through June 1915. Its central concern is practical usability: how chronological listing, thematic arrangement, and indexes make a large body of emergency legislation accessible.
Das Buch enthält eine Zusammenstellung aller aus Veranlassung des Krieges für das Deutsche Reich, in dem Reichsgesetzblatt und in dem Zentralblatt für das Deutsche Reich, ebenso der für Preußen in der Gesetzsammlung und den Ministerialblättern veröffentlichten Erlasse.
English translation: The book contains a compilation of all the decrees published on the occasion of the war for the German Reich in the Reichsgesetzblatt and in the Zentralblatt für das Deutsche Reich, and likewise of those published for Prussia in the Gesetzsammlung and the Ministerialblätter.
After establishing this scope, Lederer follows the compilation’s organization: a chronological inventory precedes texts grouped under thirteen subjects, followed by Prussian enactments, supplementary material, and separate alphabetical indexes. The subjects range from the state of war and governmental powers to food supplies, social welfare, education, and legal protection. His one reservation concerns the uneven scale of these categories:
Die Systematik ist zwar nicht sehr gleichartig, umfaßt z. B. unter IX. und X. außerordentlich mannigfaltige Materien, was jedoch durch Unterteilung wieder ausgeglichen wird.
English translation: The systematic arrangement is indeed not very uniform, comprising for example under IX and X extraordinarily diverse subject matters, which, however, is again compensated for by subdivision.
Subdivision compensates for classificatory inconsistency; the indexes likewise strengthen retrieval. Lederer thus judges the work by documentary care and navigability, without developing an interpretation of wartime law’s political effects. His conclusion follows directly from those practical criteria:
Die außerordentlich sorgfältige Zusammenstellung kann daher wärmstens empfohlen werden.
English translation: The extraordinarily careful compilation can therefore be most warmly recommended.
