Rezension: J. Jastrow, Das Problem der Arbeitslosenversicherung und die Grundsätze des wirtschaftlichen Liberalismus, Berlin 1910

Emil Lederer’s 1911 review presents Jastrow’s liberal case for public support of the Ghent system:

Dieses Heft der volksw. Zeitfragen behandelt in klarster Weise die Gründe, welche auch vom Standpunkt des wirtschaftlichen Liberalismus für die Unterstützung der gewerkschaftlichen Arbeitsnachweise durch Kommune und Staat (Genter System) sprechen; der Verf. bestreitet, daß der Staat, der durch sein Schutzzollsystem so tief in die Lage des Arbeitsmarktes eingreife, die Verantwortung für die temporäre Arbeitslosigkeit ganz ablehnen könne, widerlegt alle gegen das Genter System erhobenen Vorwürfe (immer vom Standpunkt des Liberalismus) insbesondere, daß es eine Unterstützung der Sozialdemokratie sei, und weist endlich darauf hin, daß das Genter System eine Prämie auf die Selbsthilfe der Arbeiterschaft gegen Arbeitslosigkeit darstelle und daher auch von diesem Gesichtspunkt nicht gegen die Prinzipien des Liberalismus verstoße.

English translation: This issue of the Volkswirtschaftliche Zeitfragen treats in the clearest manner the grounds which, from the standpoint of economic liberalism too, speak for the support of the trade-union labour exchanges by municipality and state (Ghent system); the author disputes that the state, which through its protective-tariff system intervenes so deeply in the condition of the labour market, can wholly decline responsibility for temporary unemployment; he refutes all the reproaches raised against the Ghent system (always from the standpoint of liberalism), in particular that it is a support of Social Democracy; and he finally points out that the Ghent system represents a premium upon the self-help of the working class against unemployment and therefore does not, from this point of view either, offend against the principles of liberalism.

Lederer links tariff-induced state responsibility to workers’ self-help: support need not violate liberal principles. His closing qualification distinguishes subsidy from compulsion:

Hingegen scheint sich der Verf. gegen eine Arbeitslosen z w a n g s versicherung ablehnend zu verhalten.

English translation: The author, on the other hand, appears to take a negative attitude towards a c o m p u l s o r y unemployment insurance.

The review thus locates unemployment provision within liberalism while marking compulsory insurance as a disputed boundary.
